Ministry of Agrarian and Spatial/National Land Agency as government institution in charge of land issues that take responsible in land registration. One of land registration programs is UMK (Small and Medium Scale Enterprise), land certification formulated in order to UMK empowerment program for the improvement of capital access. Kulon Progo District Land Office in cooperation with Cooperative and UMKM Agency of Kulon Progo District carries out UMK land certification. The aim of this research were to learn the response of community as the receiver of land ownership certificate on the result of UMK land certification and to discover the economic social impact emerged after UMK land certification program for community as the receiver of land ownership certificate.
The research method used was qualitative with the approach was topical life history study. This research was conducted to community of UMK land certification participants as the UMK actors and farmers in Sidoharjo Village Sub district of Samigaluh, Kulon Progo District. Data collection was conducted by interview, observation and documentary study. Data analysis technique used was qualitative analysis technic by describing interview result and conducted in-depth analysis on collected data.
The result of the research indicated that: First, UMK land certification program in Sidoharjo Village did not give it all to UMK actors, nevertheless mostly given to farmers. Majority of program participants was farmers, therefore the program target was considered as inappropriate. Community as program participants not all of them following it up by utilizing the certificate in accordance to the program�s objective namely made the certificate as collateral at financial institution to improve capital access. Community member who did not make the certificate as credit collateral to improve capital access was due to they did not dare to take the risk, they were not willing to improve the risk and not willing to bear the risk given their position as farmers. In addition, there were also community member who conducted transfer of land right after UMK land certification. Second, UMK land certification program generated social and economic impact for community as the program participants. The social impact of UMK land certification was including preventing land ownership dispute, improving security of land ownership, improving social interaction and cooperation. Economic impact of UMK land certification was including business opportunity and income improvement in order to improve capital access as well as made it as credit collateral at BRI Samigaluh Unit, Sido Subur saving and loan cooperative and village public company Artha Mulia Sidoharjo. However most program participants who were farmers did not use it but prefer kept the certificate as land ownership evidence. Therefore generally UMK land certification has not given better economic impact.
