Batam is one of the cities in Riau Islands Province which has developed into an industrial area so cause physical changes in Batam indirectly. Physical changes are identified by the reduction of green open spaces and the transfomation of the uncovered areas to residential areas, shopping centers and hotels. In this case, regional mapping is needed to determine temporal development of the city and the use of land. Application of unmanned aerial vehicle technology (UAV) which maps from air can meet those needs. The result of mapping using UAV is small format aerial photography. Therefore, this research aims to: 1) determine the spatial resolution and the scale of small format aerial photographs; 2) to test the accuracy of the measurement data of the small format aerial photographs based on the size of the registration base map; 3) to check the accuracy of the interpretation of land use in a small format aerial photographs; 4) to create a detail scale land use map from small format aerial photographs. This research used applied remote sensing. The data was taken from the small format aerial photo interpretation, field survey and registration base map. Sampling of land use used proportional purposive sampling, while the sampling of the measurement results used random sampling.Tentative land use map was produced based on the results of land use interpretation and field survey was performed after that. The measurement results (distance and area) of photo was compared to the measurement results of the registration base map to determine the difference or deviation of the measurement results. Analysis of the data measurement results used t test wich it significant level�s 5% (0,05). The results of research, it is known that: 1) small format corrected aerial photos captured by the UAV has a spatial resolution of 0,71 m so it can be used to create the land use map scale of 1 : 2.500 or other detail scale; 2) Based on the statistical comparing test, there is a difference or deviation size (distance and area) of the photograph comparing to the size of the base map registration. The average distance difference�s is 0,118 m while the average area difference�s is -0.998 m2. The size (distance and area) deviation occurs because of the size of the parcels of land on the basis of registration map were taken from land mark measurements in the field while the size of the photos were obtained from land use boundaries digitization of parcells; 3) Analysis of test accuracy using the Confusion Matrix Calculation results 86,73% precison level of the small format aerial photo interpretation.
