The use of land which does not appropriate with the land ability beside generating land damage it will also generate poverty and other social issues (Hardjowigeno and Widiatmaka, 2007: 2). One of land use and utilization type for development is for capital investment activities. Bantul District is chosen to be a research location because in Bantul has occurred land use and utilization dispute precisely at Pantai Selatan Coast namely at shrimp ponds which disrupt the mangrove ecosystem, agriculture, as well as the development of Jalur Jalan Lintas Selatan (JJLS).Zoning of capital investment area is an effort on land use planning implementation by dividing capital investment area into capital investment business zones. Policy of land use planning through zoning is intended to directing capital investment activity to determined zone. The determination of these zones has been carried out based on land use planning principle put forth on Article 2 Peraturan Pemerintah No. 16/2004 regarding Land Use Planning,one of them is integration. Land use planning was carried to harmonize the land tenure, use and utilization. Harmonization of land use and utilization at capital investment area was carried out by performing analysis on land suitability between land ability factors and land use criteria for capital investment. Whereas the land tenure harmonization was carried out by providing recommendation of subject who can carry out capital investment based on criteria has been set in Peraturan Presiden No.39/2014. Based on analysis result it was discover that the capital investments that became the priority in Bantul District were agriculture, marine and fisheries, industrial, trading and service, public work, as well as energy and mineral resources.
