Public service is one of the strategic policy. However, the implementation has not been satisfactory, including the public service performed by the National Land Agency of the Republic of Indonesia (BPN RI). The public has not been satisfied with the service provided by the BPN land RI. Public dissatisfaction against land services associated with complex procedures, cost, and length of time in completing the process. according to those circumstances, the government announced a change in the form of Reforms, namely an agenda for change and fundamental reform of the governance system which involves aspects of institutional, human resource management and government personnel. Then the agenda of reforming the bureaucracy itself launched an accelerated program of public service program called the quick wins. Quick wins is a program initiated in order to restore the confidence of society or to restore the public trust, especially on the quality of public services. The Office of National Land Agency in Mataram City has started implementing the quick wins program since March 15, 2014. This study aims to determine 1) how was the implementation of the quick wins program in the Mataram City's Land Agency determine by thirteen items of service? 2) Does the addition of these items affect the improvement of the quality of land services? The method used in this research is the method which are the mixture of qualitative and quantitative methods. Data collection techniques held by observation, interviews and questionnaires. Questionnaires were distributed to 30 respondents. The hypothesis of these research showed the implementation of the quick wins program in The Office of National Land Agency in Mataram City has materialized well in accordance with the goal of restoring public trust in the public service. Quick wins programs also bring influence to improve the quality the of land services at the agency. It is shown from the results of a questionnaire that was distributed, denomination of 63, 2.
