So far, National Land Agency presents data about land disputes in the form of satistic of each region, not as spatial form. According to the regulation of Head of National Land Agency No. 3 Year 2011 dealing with Management, Study, and Handling Land Disputes explains that National Land Agency has a test to study the root and history of land disputes sistematically, and then it is drawn into a map of land dispute. Regulation of Head of National Land Agency No. 6 Year 2013 about Public Information Service in National Land Agency tells that one out of informations which must be provided anytime is online map. Hence, National Land Agency as Public Service Institution is oblised to develop an information system. Research is needed to develop information system of land disputes with the basis of Android which can be accessed by all people of community. This study applies the method of Research and Development. This method is used to produce the Information System of Land Dispute Spread on Android Operation System, and to examine the effectivity of the product. In developing the application, it needs data as the result of interview and documentary study. Those data are in spatial and textual form that can be analyzed by using ArcGIS and Ms Excel so that results database in a certain structure and then it is displayed on developed application. Next step is developing server application and client application (Android). In developing server application, it used MySQL and PHP. Meanwhile, to develop client application (Android), it used the developer of tool software configuration, out of them are Eclipse, Standard Development Kit (SDK), and Google Maps API. The Application of Information System of Land Disputes Spread which is developed can give facilities in accessing general information dealing with land disputes. Through this application, user can also access interactive online map having information about land parcels distribution that have become as land dispute, conflict or being in litigation.
