In order to embody the Article 33th Paragraph (3) UUD 1945, the Ministry of Agrarian and Spatial/ National Land Agency is assigned to manage lands exist in across Indonesia. To the land management, it is required data and information related to the land are reqiured one of them is derived through Inventoritation of Land Occupation, Ownership, Utilization and Use (IP4T). The result of IP4T activity is not a final product however it�s data, can be used as material input for other land activities such as land registration activities. Likewise the Land Office of Kupang City, result from this IP4T activities were followed up to land certification. This research aims to know the process of Land Occupation, Ownership, Utilization and Use (IP4T) in Kupang City and what the impact are occured of IP4T against land assets legalization. To obtain the answers from issues above, this reseacrh used a qualitative research method. This research method was used to describe the legalization process of assets after IP4T and impact of IP4T to the legalization of land. Land Office of Kupang City has implemented the legalization of assets as IP4T following up through Prona, Larasita and routines since the year 2010 up to 2014 in the Kolhua Village, Fatukoa Village, Naioni Village and Batuplat Village. Measurement plot is not done anymore, because the measurement plots have been implemented at the time of the activities in cadastral IP4T. Impact of IP4T activities against legalization of land assets in each village there are different. In the village of Kolhua only 4.85% parcels in the IP4T location were legalized. In the village Fatukoa only 11.42% parcels in IP4T location were legalized. In the village of Naioni there were only 15.78% parcels were legalized. In the village of Batuplat there were only 16.42% parcels were legalized. The average impact of IP4T activity against legalization of land assets in the period of 2010 to 2014 was 12.12%.
